Xu Ying (徐英) — Person Profile

Xu Ying (徐英), a woman from Hailin in Mudanjiang City, Heilongjiang Province, is serving a six-year prison sentence. She was about 53 years old when the latest case against her began in 2022: on November 22 of that year, the Hailin Court tried her in a closed proceeding and sentenced her to six years. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her in its 6-year-sentence band, confirming she remains in custody serving her term as of that date.

The case

According to an investigation notice issued by the World Organization to Investigate the Persecution of Falun Gong, on July 28, 2022, Xu and her husband Li Changjun (李长君) returned home to find their door lock had been pried open and replaced. The couple went to the Zirong police station of the Hailin Public Security Bureau to retrieve a key; both were held there on a paperwork pretext, and Li’s wage card was seized, cutting off their income.

On August 11, 2022, Xu Ying was taken into custody by the Hailin public-security state-security brigade and transferred the same day to the Mudanjiang No. 1 Detention Center. On November 22, 2022, the Hailin Court tried her in a closed proceeding that, according to the notice, neither her lawyer nor her family was informed of in advance. She was sentenced to six years in prison.

Earlier targeting

In August 2012, Hailin state-security officers seized her and sent her to the Harbin Qianjin re-education-through-labor camp for one year and six months. In March 2014 she was seized again and, in April 2015, sentenced to three years, which she served at the Heilongjiang Women’s Prison.

Status and evidentiary limits

As of August 31, 2026, the Rights Defense Network’s Issue 131 monthly report records 徐英 in custody in the 6-year sentence aggregate. Her detention began in August 2022, so her term is estimated to run until around August 2028; no exact release date has been published. The formal criminal charge has not been publicly documented, and the prison where she is serving her sentence has not been publicly named. The procedural claims rest on the investigation notice (advocacy source) and are presented as reported, not as independently verified court findings; no PRC official or state-media coverage of this case has been found. A separate case record concerns 徐世英 of Dezhou, Shandong — a different person, not part of this profile.
