Classification: Kazakh man from Qitai County, Changji, Xinjiang; detained in connection with a community-built mosque; reported in custody as of August 2026, with the last case development documented in May 2017.
Background
Tuohetaerhan•Tuoliewuhan (拖合塔尔汗·拖列吾汗) is a Kazakh man from Qitai County in the Changji Hui Autonomous Prefecture of Xinjiang. He worked at the 2nd Company of the 110th Regiment of the 6th Division of the Xinjiang Production and Construction Corps.
Detention case
According to the Chinese Human Rights Defenders (CHRD) Prisoners of Conscience database record for 拖合塔尔汗•拖列吾汗 (entered December 18, 2019), which cites a June 29, 2017 Radio Free Asia Mandarin report, Tuohetaerhan raised funds — with the agreement of the company’s residents and the corps leadership — to build a mosque, and was chosen by local Muslims to officiate at religious ceremonies, including weddings and funerals. Police later declared the mosque an unauthorized structure, sealed it, and sent him to an officially established “de-extremification education center” for so-called training. On May 15, 2017, police took him from the center into detention; his son was taken at the same time. The record further states that the authorities threatened the couple and lured their 21-year-old daughter — who was studying in Kazakhstan — back to Xinjiang on the pretext of re-registering her passport, then placed her in the “de-extremification education center” upon her return.
Current status
No charge, sentence, court, or detention facility is recorded for his case, and the database lists his whereabouts as unknown. The Rights Defense Network’s Issue 131 monthly in-custody report (August 31, 2026) places Tuohetaerhan•Tuoliewuhan in its Xinjiang group among reported current-custody cases. Current detention status cannot be independently confirmed beyond the roster listing: the last directly documented event is the May 2017 detention, and no sentence, facility, or release information has been published.
