Zhang Shuguang (张曙光), a retired doctor of the Jinan Third People’s Hospital (济南市第三人民医院) in Jinan, Shandong Province, is a Falun Gong practitioner serving a four-year prison sentence handed down by a Jinan court in July 2024.
The case
According to the Prisoners of Conscience database maintained by the rights-defense network, Zhang was born in 1958 and lived in the Jinan Third People’s Hospital dormitory at No. 1 Wangsheren North Street, Licheng District, Jinan.
On the morning of August 30, 2023, officers from the Political Security Brigade of the Licheng District Public Security Bureau and the Dougou Police Station took Zhang from his home in Jinan. He was held in the Jinan detention center under criminal detention, then formally arrested and indicted. On September 26, 2023, he was released on bail with residential surveillance, administered by the Wangsheren Police Station.
On March 26, 2024, Zhang was taken into custody again by the same police units and held in the Jinan No. 2 detention center. On July 10, 2024, the Zhangqiu District Court in Jinan sentenced him to four years’ imprisonment; the charge was not specified in the available records. He has since been transferred to Shandong Provincial Prison (山东省监狱) to serve the sentence.
Status
Zhang’s four-year term runs through August 29, 2027. As of August 2026, he was listed among the mainland prisoners classified as currently in custody. No release has been reported.
Name note
This profile concerns 张曙光 (shǔguāng, “dawn light”), the retired Jinan doctor. It must not be confused with the former Ministry of Railways deputy chief engineer of the same romanized name (born 1956, corruption case — different person), nor with Zhang Shanguang (Hunan, different person).
