Fu Wenhui (付文辉)
Fu Wenhui (付文辉) is a Falun Gong practitioner from Chaoyang City, Liaoning Province, reported to be serving a three-year sentence in mainland China.
According to case records compiled by the Chinese Human Rights Defenders (CHRD) Prisoners of Conscience database, Fu was detained on May 11, 2024, together with her husband, fellow practitioner He Hongjun (贺洪军), by officers of the Qianjin police station of the Chaoyang Public Security Bureau. The database states that the couple were subsequently detained, arrested, and prosecuted by the bureau's national-security division and the procuratorate, faced four trials, and were each reportedly sentenced to three years, with Fu's term running to May 10, 2027. The formal charge and her detention location are not recorded in the available sources.
A May 10, 2025 report by Minghui, a Falun Gong–affiliated news outlet, identifies Fu Wenhui as He Hongjun's wife and describes the couple's case as part of a group of five people — Fu, He, Lan Qingzhong (兰青中), Hu Xiuli (胡秀丽), and Tian Pengfei (田鹏飞) — prosecuted by the Shuangta District Procuratorate of Chaoyang. The report states that three trials were held in December 2024 and a fourth on January 22, 2025 at the Shuangta District Court, and that on April 23, 2025 the court notified families that the trial was suspended without issuing a judgment at that time. The subsequent reported sentencing to three years comes from the CHRD database record.
The World Organization to Investigate the Persecution of Falun Gong (WOIPFG), an advocacy organization, issued notices on July 4, 2024 (updated November 23, 2024) on the May 11, 2024 detentions, naming Fu Wenhui and her husband among those detained and identifying the officials and institutions it holds responsible; those attributions are the organization's own.
An August 31, 2026 monthly report by the monitoring organization 维权网 (Chinese Human Rights Defenders' Chinese-language network) lists Fu Wenhui among in-custody political and conscience prisoners sentenced to three years, consistent with the reported sentence above.
Not to be confused with 傅雪冰 (Fu Xuebing) — a different person with a different surname character (傅 vs 付) — nor with 付仁江 (Fu Renjiang) or 付文杰 (Fu Wenjie).
