Fu Youling (付友玲)
Fu Youling (付友玲) is a rights petitioner from Liaoning Province who has been detained without trial since July 2025 on a charge of “picking quarrels and provoking trouble” (寻衅滋事罪) — an allegation brought by prosecutors, not a conviction.
According to 民生观察 (Minsheng Observer), an independent Chinese-language rights publication, Fu was born on March 16, 1972 (the CHRD Prisoners of Conscience database gives her birth decade as the 1970s). She formerly worked for a state enterprise that was later restructured into a shareholding company. After the restructuring, she discovered the company had opened pension and medical-insurance accounts for its legal representative and department heads but not for ordinary workers. She paid her own pension contributions in 2017 under the company’s name, but after retiring she could not use medical insurance when hospitalized — and, the outlets report, her repeated petitions to the company and to complaint offices went unanswered. Instead, she was twice placed under administrative detention by Xinmin City police (10 days each, on January 8 and May 12, 2024, for “disturbing the order of the work unit,” per 民生观察). To earn a living she and her husband Yang Zhongqing (杨忠庆) worked as long-distance freight haulers.
On June 23, 2025, while passing through Beijing on a freight run, Fu registered complaints with the State Bureau for Letters and Calls and with the Ministry of Public Security’s complaints office about her insurance grievance and what she described as unlawful detentions by Xinmin police. About a month later, on July 25, 2025, three plainclothes men entered the hotel room where the couple were staying in Xuchang, Henan, claiming she was an online fugitive (网逃) wanted to prevent petitioners from entering Beijing ahead of the September 3 military parade. Fu, who has a heart condition, fell ill during the seizure and was taken to Xuchang Central Hospital; the men then forced her onto a private car (plate 豫K176K1) despite the doctors’ advice that she be hospitalized, according to the same reporting.
Xinmin police escorted her back to Liaoning and placed her under criminal detention on July 28, 2025; the procuratorate approved her formal arrest on August 27. She is held at the Shenyang City No. 1 Detention Center. On November 26, 2025, the Xinmin City People’s Procuratorate indicted her before the Xinmin City Court, recommending a two-year sentence. The indictment, as reported by 民生观察, alleges that her eight complaint registrations between March 2023 and May 2025 constituted unlawful petitioning and therefore “picking quarrels and provoking trouble.” She received the indictment in detention on December 5, 2025; a pretrial meeting was held on January 28, 2026; and in June 2026 the court denied her lawyer’s application to change her compulsory measures to bail or residential surveillance, finding the case still in the trial stage. The CHRD record also notes a trial reported as scheduled for the morning of September 8, 2026; no outcome has been reported in the sources located.
China Political Prisoner Concern (CPPC) lists Fu as case number 01482 among detained rights defenders. The Rights Defense Network’s (维权网) monthly custody report of August 31, 2026 lists her among the Liaoning detainees held without trial.
What is not known: the court’s eventual ruling (the sources located report the case only through the trial stage), and any detail of the case beyond the attributed reporting above. Her charge is an unproven allegation; no conviction may be stated.
