Xu Qiang (徐强)

Xu Qiang, born in 1960, is a Falun Gong practitioner from Yangshufang Subdistrict, Pulandian District, Dalian City, Liaoning Province.

On July 11, 2020, Xu was arrested by police in Pulandian while speaking to members of the public about Falun Gong, according to Minghui, a Falun Gong-affiliated news site that documents such cases. She was first held at the Wafangdian Detention Center. She was subsequently sentenced to nine years and one month in prison; the formal charge was not stated in the available reporting. The prisoner database maintained by the Chinese Human Rights Defenders network records her term as ending on August 10, 2029.

On March 3, 2022, Xu was transferred to the 12th district of the Liaoning Provincial Women’s Prison in Shenyang — a unit described by Minghui as dedicated to “re-educating” Falun Gong practitioners. Minghui reports that she was subjected to forced “transformation” sessions, secret confinement, and public criticism meetings, and that she developed uremia while in custody. Her family repeatedly requested her medical records from the prison and were refused. Despite her poor health, she was forced to perform manual labor folding paper boxes. In March 2026, she was moved to the elderly and infirm team of the 11th district, reportedly to shift responsibility for her condition; Minghui reported that she learned only by chance, while taking her medication, that she had been given drugs for uremia rather than the blood-pressure medicine she believed she was taking. On August 14, 2026, her family and a lawyer visited the procuratorate and the prison administration bureau on her behalf.

As of the latest dated report (August 18, 2026), Xu Qiang remained in custody at the Liaoning Provincial Women’s Prison. She is listed as a currently serving political prisoner.

Note: Xu Qiang is a common name. The person profiled here is the Dalian practitioner sentenced to nine years and one month; she is not the former Anhui official of the same name sentenced for bribery in 2025.
