International record
Congressional-Executive Commission on China, 2024 Annual Report — “Access to Justice” chapter. Cited Lei’s case as an example of criminal prosecution used against petitioners: he was criminally detained on suspicion of “picking quarrels and provoking trouble” for persistently asserting a wrongful-termination-from-employment claim. The CECC’s report covers only the case stage up to the May 2024 procuratorate transfer. Report chapter (PDF).
Evidentiary limits
- All case-proceeding reporting comes from one independent outlet (Civil Rights & Livelihood Watch); the CECC cites that outlet rather than providing independent confirmation. No court document or official statement was located.
- The February 2025 verdict was delivered inside the detention center, not in open court, per the outlet’s reporting.
- No appeal outcome has been reported anywhere.
- The outlet’s framing of motive and characterization of the case is its own reporting; attributed, not independently verified.
- The mathematician “Lei Fengchun” of Dalian University of Technology is a different person and must not be associated with this case.
- Two later monthly prisoner listings (维权网 Issues 130 and 131, July and August 2026) placed 雷凤春 in the detained-not-yet-sentenced group — stale relative to the February 2025 conviction documented in the case series, which carries the stronger, dated outcome evidence.
Consulate / official-source check
No consular attention, diplomatic statement, or sanctions reference was found. No PRC official or state-media acknowledgment of this case was located. The CECC record is the sole quasi-official documentation.
