Su Xiufu (苏秀福)

Su Xiufu (苏秀福) is a Falun Gong practitioner from Nong’an County, Changchun City, in Jilin Province, northeastern China. A former employee of the Helong Township power-supply station, he has been repeatedly detained over two decades for practicing Falun Gong. He was detained again on August 24, 2022, and sentenced to thirteen years in prison.

This profile is drawn from the Chinese Human Rights Defenders (CHRD) Prisoners of Conscience database, a case file on the Falun Gong-affiliated Minghui website that the CHRD database cites as its other source, and the Rights Defense Network’s Issue-131 mainland prisoner roster.

Early persecution history

According to the Minghui case file, Su Xiufu was born in 1965. He was a formal employee of the Helong Township power-supply station in Nong’an County and lost that position after refusing to renounce his practice of Falun Gong.

The file records a long history of detention. In December 2001 he was held in the county detention center for refusing to sign a renunciation statement. On the night of October 26, 2002, more than ten police officers broke into his home; he was detained, his cash and belongings were seized, and he was later sent to a labor camp for one year after being tortured. He escaped during a 2007 arrest attempt and lived in hiding for several years. In October 2012 he was detained again in Guojiadian. In October 2013 he was tried with seven other practitioners by the Nong’an County Court and sentenced to seven years in prison.

2022 detention and thirteen-year sentence

On August 24, 2022, Su Xiufu was detained together with two other practitioners, Xu Yafen and Yin Guiying, at the Xinhaimingzhu residential community in Helong Town. The detention was carried out jointly by Changchun City public security, Nong’an County public security, and the Helong police station. The three were held at the Changchun No. 2 Detention Center.

In September 2024 it was learned that the Dehui City Court had sentenced Su Xiufu to thirteen years in prison, and Xu Yafen and Yin Guiying to twelve years each. The criminal charges of conviction were not reported. The CHRD database record states that Su Xiufu is being held at the Nong’an County Detention Center, with his sentence running through August 23, 2035. The Minghui case file noted in September 2024 that his current whereabouts were unclear; his two co-defendants were transferred to the Jilin Provincial Women’s Prison on August 14, 2024.

Identity note: He is not 苏秀英 (Su Xiuying), a Shandong practitioner with a three-year sentence — a different person — nor 鞠殿红 (Ju Dianhong), who appears in the same 13-year sentence group but in a different case. His co-defendants Xu Yafen and Yin Guiying are distinct persons with their own case records.
