Xu Changlu (徐长禄) is a Falun Gong practitioner from Changhai County, Dalian, Liaoning province. Born in 1952, he is a farmer from Shajian Village in Guanglu Township. He has been detained repeatedly in connection with his religious practice.
On January 11, 2005, more than ten police officers from the Changhai County public security bureau and the Guanglu police station took Xu from his home, according to Minghui, a Falun Gong-affiliated information source that documents persecution cases. Minghui reports that he was beaten and tortured in the Changhai detention center, then sentenced to four years’ imprisonment and held in Anshan Prison and later Dalian Prison. His wife, Guo Yuanfang, a Falun Gong practitioner who had also been detained and harassed, died in May 2010, Minghui reports.
On July 10, 2020, Xu was detained again. He was subsequently sentenced to nine years and six months’ imprisonment, according to Minghui and the China Human Rights Defenders political-prisoner database; the specific charge has not been publicly reported. In late June 2022 he was transferred to the Liaonan New Inmates Prison, from which he was expected to be moved to another prison in the province one to three months later. His recorded sentence term runs to January 9, 2030.
He remains listed as in custody in the August 2026 Weiquanwang (维权网) monthly political-prisoner report, in the nine-years-and-six-months sentence group.
