Liu Bingfang / 刘炳芳 is a Falun Gong practitioner from the Shengli Oilfield in Dongying City, Shandong Province. According to case records, she was detained on April 9, 2026, while speaking with people about Falun Gong at a bus stop in Dongying, formally arrested on April 22, and sentenced by the Dongying District Court to six months in prison after a June 16 trial. She was transferred to the Shandong Provincial Women’s Prison, where her health was reported to be deteriorating. Her term was recorded as running to October 8, 2026; her current status has not been verified.
Earlier persecution
Liu began practicing Falun Gong before 1999, according to the case report, and was subjected to repeated coercion after the practice was banned: forced “brainwashing,” detentions, and a labor-camp term.
From April 25 to May 4, 2008, the Shengli Oilfield “610” office and the Binhai Public Security Bureau detained Liu along with other practitioners. She was then sent to the Wangcun Women’s Labor Camp for three years. The case account describes severe abuse there — including prolonged sleep deprivation, standing punishment, forced viewing of propaganda videos, forced “brainwashing,” denial of washing, confinement in small cells, and long hours of forced labor. These accounts come from the practitioner-community case report and have not been independently verified.
The 2026 detention, trial, and sentence
On April 9, 2026, Liu was detained at a bus stop in Dongying by plainclothes officers of the Dongying Branch of the Dongying City Public Security Bureau while speaking with members of the public about Falun Gong. On April 22, her arrest was formally approved, and she was held at the Dongying City Detention Center.
On the afternoon of June 16, 2026, the Dongying District Court tried her case. The prosecutor, according to the report, charged her with “sabotaging the implementation of laws” — invoking the standard criminal-law provision applied to Falun Gong cases — but could not explain how her conduct had actually undermined any law. The court nevertheless sentenced her to six months in prison. The formal charge as recorded in the prisoner database is unknown.
After sentencing, Liu was transferred to the Shandong Provincial Women’s Prison. Her health was reported to be deteriorating, with newly developed high blood pressure and a rapid heart rate.
Current status
The case report records Liu Bingfang’s six-month term as running to October 8, 2026, and her transfer to the Shandong Provincial Women’s Prison with reported health problems. As of October 10, 2026, the recorded term end has just passed; no subsequent information on her release or continued custody has been located, so her current status is unverified. No official court verdict or state-media coverage of her case has been located; the case record rests on the CHRD Prisoners of Conscience database entry and the practitioner-community case report, which agree on her identity, the detention and trial dates, the sentence, and the prison transfer.
Identity note: Liu Bingfang is not to be confused with other people sharing the same name — including a Harvard-affiliated machine-learning researcher of that name, other academic-records namesakes, and a figure appearing in a Pure Land anecdote. These are different people and are not linked to this case.
