This archive documents the reported case history of Chang Haihua (常海华), a Falun Gong practitioner from Xinzhou City, Shanxi Province, sentenced to four years in prison in 2016.
Source chronology for Chang Haihua
The documented public record for Chang Haihua comes from a series of Minghui reports published between August 2015 and June 2016, covering the Xinzhou crackdown on practitioners who filed complaints against former president Jiang Zemin. No later reports were located.
- August 8, 2015 — Arrest. Ms. Chang Haihua, Mr. Zhang Quanheng, and Ms. Wang Gaizhen were arrested and taken to the Nancheng Police Station by officers including Wang Limin of the Xinzhou City Domestic Security Division; their homes were ransacked. Ms. Zhang Fengying was arrested the same day by the Sanjiao Town Police Station; Ms. Liu Rune was arrested August 9. The five were taken to a detention center for a 15-day detention term (Minghui, August 28, 2015).
- August 2015 — Wider sweep. More than 150 Falun Gong practitioners and family members in Xinzhou were arrested or harassed during August 2015 for suing Jiang Zemin. Over 60 were arrested in Xinfu District on August 8 alone. At least eight detainees — including Ms. Chang Haihua — were transferred to a “transformation” center at the Pailigao Resort on August 24, the day they should have been released (Minghui, September 12, 2015).
- December 24, 2015 — Trial. Ms. Chang Haihua was tried for filing lawsuits against Jiang Zemin. The 61-year-old had been arrested August 8 alongside more than 60 other practitioners in Xinfu District (Minghui, January 21, 2016 digest).
- March 29, 2016 — Four-year verdict. Chang received the verdict at the Xinfu District Detention Center: four years in prison. Her family had hired a lawyer on March 13; the judge said the lawyer was too late to review the case (Minghui, June 30, 2016).
- May 2016 — Appeal denied without hearing. After obstructing the lawyer’s access to the file, Xinzhou City Intermediate Court judge Lang Liying declined a second trial without explanation. The family learned of the decision indirectly on May 23; Chang called home on May 24 to say she would be sent to the Yuci Women’s Prison on May 25 (Minghui, June 30, 2016).
- June 2016 — Sentencing recorded. Minghui’s June 7, 2016 digest lists “[Xinzhou City, Shanxi Province] Chang Haihua Sentenced to Prison” — rendering the pronoun as “Mr. Chang Haihua,” the only report to use the male form (see provenance notes).
- August 31, 2026 — Roster listing. Rights Defense Network / 维权网’s Issue 131 current-custody roster includes the name Chang Haihua. No corroborating post-2016 case record was located (see conflict documentation).
Source provenance and evidentiary limitations
- Corroboration strength: HIGH on the 2015–2016 case history — five Minghui reports (Aug 2015, Sep 2015, Jan 2016, Jun 2016 x2) tell a mutually consistent story on arrest date, trial date, verdict date, sentence length, courts, and the appeal obstruction.
- Gender-attribution variance: four reports use “Ms.”; the June 7, 2016 digest writes “Mr. Chang Haihua.” The weight of evidence indicates a woman (61-year-old, 常海华 is a feminine-leaning name, female prison transfer). Recorded as a source-text inconsistency, not as two people.
- RECENCY CONFLICT (material): the only documented sentence (four years from 2016) would have been completed around 2019–2020, yet the August 31, 2026 Issue 131 roster classifies “Chang Haihua” as currently in custody. A bounded search on 2026-09-24 (English and Chinese web searches, Minghui, WOIPFG investigation notices) found no post-2016 arrest, trial, or sentencing record for a Chang Haihua. Three hypotheses, none established: (a) the same woman was re-arrested/re-sentenced without public reporting; (b) the roster refers to a different namesake; (c) the roster classification is stale or in error. The profile’s status is therefore UNRESOLVED, and current custody is not asserted.
- Exact dates not stated: sources do not give the sentence’s start or end date; do not publish computed dates.
- Source attribution: the 2015–2016 accounts come from Minghui, an organization that documents the persecution of Falun Gong; characterizations such as “unjust sentence” are the source’s framing and are kept attributed.
