Chen Fanghua (陈方华) — born circa 1954; male; Falun Gong practitioner; Lanzhou, Gansu (formerly Baiyin’s Pingchuan District); seized July 18, 2024; tried March 21, 2025 by the Chengguan District Court; reported sentenced to three years and six months, with an appeal reported pending as of June 2025. - 2024-07-18 — Minghui (Chinese), “被囚一年整 兰州71岁陈方华遭诬判三年半” (July 14, 2025). Plainclothes officers of the Huaping Xincun police station (Lanzhou, Qilihe District) seized Chen near his home, forced him back inside, searched the home without shown credentials, and took two Falun Gong books; he was taken to a detention facility for 15 days, then moved to the Lanzhou No. 1 Detention Center. The report says the seizure was part of continued pressure from Pingchuan-district police and social-governance staff who had followed him to Lanzhou seeking “清零” (zeroing) signatures from him and family members.
- 2025-03-21 — Minghui. The Chengguan District Court tried the case. The family was not notified; an aid lawyer informed them; family members who went to the court were refused entry to observe.
- 2025-06-27 — Minghui. The aid lawyer telephoned the family to say Chen had been sentenced to three and a half years and that an appeal was being pursued; the family asked to see the judgment and was told there was none to show. Family has had no meeting with Chen since the seizure.
- 2025-08-19 (updated) — CHRD / tenchu 中国大陆良心犯数据库, record 4281 / poc_c_00495. Lists 陈方华 / Chen Fanghua, male; charge 未知 (Unknown); sentence 3年6个月; taken away 2024-07-18; tried 2025-03-21; release date 2028-01-17; held at 甘肃省兰州市第一看守所 (Lanzhou No. 1 Detention Center); status 有期徒刑 (In prison). Bio text gives native place Lanzhou, Gansu, and the Pingchuan-to-Lanzhou move with the daughter.
- 2026-08-31 — Rights Defense Network / 维权网, Issue 131 monthly report (Chinese and English editions). Lists 陈方华 / “Chen Fanghua” in the in-custody “判刑3年6个月，126人” (sentenced 3 years 6 months, 126 people) group. The roster classifies its entries as political prisoners and prisoners of conscience currently in custody (dated source claim).

Conflicts and caveats
- Birth year (UNRESOLVED): the tenchu record’s structured field gives 1951 while its bio text says 1954年出生 and Minghui describes Chen as 71 in July 2025 (consistent with ~1954). The 1954 form is graded probable; 1951 is unresolved and must not be published. The Person body gives no exact birth year, only the reported age context.
- The sentence is reported as 3年半 (Minghui) and 3年6个月 (tenchu, Issue 131) — consistent. The charge is unknown in all sources; Minghui states the judgment was not shown to the family.
- The appeal reported pending on June 27, 2025 has no publicly documented outcome; no inference is made about its result.
- The character form 陈芳华 is unsupported; only 陈方华 is verified and used.
Evidentiary limits
No court judgment, police record, or official Chinese government statement was located. Primary evidence is Falun Gong-affiliated press (one detailed July 2025 report), the CHRD/tenchu structured prisoner record (updated August 2025), and the Issue 131 roster (August 31, 2026). The seizure, search, trial-access, and harassment details are single-source (Minghui) claims. No independent corroboration of the sentence was located beyond the database and roster.
