VERIFIED FACT: Prosecutors in New Taipei, ROC (Taiwan), indicted five men on October 21, 2026, over a staged car attack that injured comedian Huang Yi-hao (黃逸豪), whose performances have mocked Chinese Communist Party (CCP) leader Xi Jinping. The New Taipei District Prosecutors’ Office said the five were indicted on charges including attempted grievous bodily harm under the Criminal Code and unlawful collection and use of personal data under the Personal Data Protection Act, and it asked the court to impose heavy sentences. Prosecutors describe the case as an act of transnational repression directed from mainland China (PRC) — an allegation, set out below, that has not been tested in court. The defendants have not been convicted.
What prosecutors allege
SOURCE CLAIM (New Taipei District Prosecutors’ Office, via CNA and Taipei Times): A Chinese individual identified only by the nickname “K,” allegedly angered by Huang’s criticism of the CCP, offered NT$450,000 to a Taiwanese man surnamed Cheng (鄭) to have Huang seriously injured — in prosecutors’ account, to “break his arms and legs” — so that he could not perform at Taipei’s Comedy Club on September 20. Between July and August, Cheng allegedly fitted a GPS tracker to Huang’s scooter, recorded his daily routine, and passed his home address and vehicle registration to “K” in exchange for an advance payment of NT$250,000.
SOURCE CLAIM (prosecutors): On September 11, in New Taipei’s Yonghe District, men surnamed Huang (黃), Fan (范) and Liao (廖) allegedly lay in wait near the comedian’s home. At about 4 p.m., Fan signalled and Huang drove a car into the comedian, while Liao filmed from the passenger seat so the footage could be sent to “K” as proof for payment. Prosecutors say the driver stopped after hearing Huang scream. Huang sustained a contusion to his right pelvis — a light injury, not the grievous harm allegedly intended. Afterwards, the group allegedly obtained a medical certificate containing Huang’s name, date of birth and national identification number under the pretext of helping him apply for accident compensation, and sent a photograph of it to “K,” who allegedly refused to pay the remaining NT$200,000 because Huang had been only lightly injured. Cheng is additionally charged with unlawfully recording another person’s non-public activities by electronic means.
VERIFIED FACT: Prosecutors are seeking sentences of at least five years and six months for Cheng, five years for a man surnamed Yu (游), four years for the alleged driver Huang, three years and six months for Fan, and two years and seven months for Liao, and urged the court to punish the defendants severely as a deterrent. Prosecutors called the case “a serious incident in which China is allegedly using cross-border repression to direct lawbreakers in Taiwan to suppress voices with opposing political views through extreme violence” (statement via Reuters). UNCONFIRMED: “K” has not been publicly identified, no evidence publicly presented links “K” to any PRC government body, and China’s Taiwan Affairs Office did not respond to Reuters’ request for comment. The allegations remain to be proven in court.
Official reaction in Taipei
VERIFIED FACT: ROC (Taiwan)’s Mainland Affairs Council said on October 21 that, based on the prosecutors’ investigation, a mainland Chinese individual had funded and directed local collaborators to surveil Huang, collect his personal data and deliberately ram him with a car in an attempt to injure him seriously and stop his performance. The Council said it “most severely condemns” the CCP’s alleged use of violence against the people of ROC (Taiwan) as transnational repression, warned that anyone who accepts direction, commission or inducement from the CCP or its collaborators to take part in transnational repression will be prosecuted to the full extent of the law, and said the government would strengthen inter-agency cooperation and the legal framework to protect personal safety and freedom of speech (via CNA).
SOURCE CLAIM (Huang Yi-hao, Facebook statement via Reuters): Huang said he had mentioned Xi only very briefly in his act. “If people are already treated this way for criticising the Chinese Communist Party before it rules Taiwan, how can we expect to keep our current freedom of speech if the Communist Party ever does rule Taiwan?” he wrote.
An earlier attack on the same venue
VERIFIED FACT: The indictment is the second case this year involving Huang and the Comedy Club in Taipei. On May 29, two men threw a mixture of paint and human excrement at the venue hours before Huang was scheduled to perform there, at a club where he had mocked Xi in a performance the previous December. Taipei prosecutors indicted the two men on charges including intimidation and property damage, in a case prosecutors also linked to a Chinese individual directing collaborators (Taipei Times, CNA).
Context
VERIFIED FACT: Governments and rights monitors have documented a pattern of alleged PRC-linked transnational repression against critics abroad, from a petrol-bomb attack on the Pretoria home and office of the Dalai Lama’s representative in South Africa — a case Free China Movement covered this month — to Canada’s Bill C-219, which writes “transnational repression” into sanctions law and passed the House of Commons on October 8, as Free China Movement reported. The Huang Yi-hao case is, on prosecutors’ account, an unusually direct instance: a paid, filmed attempt to break a performer’s limbs to silence a joke, stopped only because the driver recoiled at his victim’s scream.
Reporting note: The indictment, the charges and the sentences prosecutors are seeking are documented facts. The account of who commissioned the attack and why is the prosecutors’ allegation, attributed as such throughout; the defendants are presumed innocent unless convicted. Free China Movement will update this article as the case proceeds.
