The NSA, FBI and CISA have issued a joint advisory accusing several mainland Chinese AI companies of aggressive, industrial-scale distillation of U.S. frontier AI models.
The key distinction is important: model distillation itself is a legitimate AI technique. The agencies allege targeted extraction of restricted proprietary capabilities at scale. Those allegations are official U.S. government claims, not court-adjudicated findings.
FCM calls for an evidence-based response focused on technical safeguards, model-access controls, abuse detection, cross-provider threat sharing and transparent attribution. Claims about Mainland Chinese Communist Government awareness or direction should remain explicitly attributed unless further evidence establishes more.
