Hong Kong’s strong 2019 freedom rankings were real. That is exactly why they matter today.
They are not evidence that nothing changed. They are a baseline for measuring what changed after Beijing imposed the National Security Law in 2020.
In 2019, the Human Freedom Index ranked Hong Kong third in the world at 8.81/10. Freedom House now scores Hong Kong 41/100 in 2026 and describes a political environment transformed by national-security prosecutions, the disappearance of genuine opposition representation and the closure or dissolution of political, media and civil-society organizations.
Economic openness cannot substitute for freedom of speech, assembly, political participation or conscience.
The proper answer to a 2019 ranking is therefore simple: compare it with what Hong Kong residents may peacefully say and do today.
2019 is not the end of the debate. It is the evidence that makes the decline measurable.
