2026年9月8日 — 美国国家安全局、联邦调查局和网络安全与基础设施安全局发布联合通告，指称若干中国大陆AI企业通过工业规模的模型蒸馏行动，有系统地提取美国前沿模型受限制的功能和能力。 模型蒸馏本身是一种合法且广泛使用的机器学习技术，因此政策重点必须放在可验证的滥用行为、规避限制和受保护能力的提取上，而不是把某种研究方法或某个国籍本身定性为威胁。 自由中国运动支持加强账户与API滥用检测、跨平台共享技术指标、为敏感能力访问建立可审查的规则，并在不会暴露合法情报来源或防御机制的前提下公布足够技术证据，让独立研究人员能够审视重大归因。 行动：民主国家与AI提供商应以证据为基础制定针对性的防护措施，同时保留纠错和申诉程序，避免把国家安全政策变成针对所有中国大陆研究人员或开发者的笼统标签。
