Rapid Response: Counter Foreign-State Operations Without Casting Suspicion on Chinese Communities

FACTS
The U.S. Department of Justice says Thomas Weir Pauken II was sentenced September 1 to two years in federal prison and 36 months of supervised release with no overseas travel after pleading guilty to acting as an agent of a foreign government in the United States. DOJ says his conduct supported PRC Ministry of State Security recruitment and sensitive-information collection and that he received at least $100,000.
THE PROBLEM
Democratic societies must defend themselves against covert foreign-state operations without turning legitimate Chinese diaspora, academic, journalistic or civic activity into an object of collective suspicion.

Schnellreaktion: Stille Diplomatie mit Peking muss an Ergebnissen, nicht an Zusicherungen gemessen werden

FAKTEN
Am 31. August 2026 argumentierte Miles Yu in The Washington Times, dass „stille“ Diplomatie mit Peking gefährlich werden kann, wenn politische Entscheidungsträger private Zusicherungen an die Stelle überprüfbaren Verhaltens setzen. Free China Movement hat dazu eine sechssprachige redaktionelle/politische Stellungnahme veröffentlicht und die Debatte mit dokumentierten Warnungen rund um die Übergabe Hongkongs und die PNTR-Debatte des Jahres 2000 verbunden.
DAS PROBLEM
Diplomatie ist notwendig. Problematisch wird sie, wenn nicht überprüfbare Versprechen als Beleg politischen Wandels gelten, während messbare Ergebnisse in die entgegengesetzte Richtung weisen. Free China Movement befürwortet einen anderen Maßstab: Zusagen überprüfen, wiederholte Verstöße mit Konsequenzen verbinden, das chinesische Volk vom herrschenden Regime unterscheiden und Chinas demokratische Zukunft zu einem regulären Thema der politischen Debatte machen.

LE PROBLÈME
La diplomatie elle-même est nécessaire. Rapid Response: Quiet Diplomacy With Beijing Must Be Judged by Results, Not Assurances

FACTS
On August 31, 2026, Miles Yu argued in The Washington Times that closed-door or “quiet” diplomacy with Beijing can become dangerous when policymakers substitute private assurances for verifiable conduct. Free China Movement has published a six-language Editorial / Policy Statement examining that argument alongside its documented warnings during the Hong Kong handover and the 2000 PNTR debate.
THE PROBLEM
Diplomacy itself is necessary. The problem is diplomacy that treats unverifiable promises as evidence of political change while measurable outcomes point in the opposite direction. Decades of engagement gave the Mainland Chinese Communist Government far greater access to markets, technology and international institutions, but did not produce the political liberalization many advocates expected.
FCM COMMENT / FOLLOW-UP
Free China Movement supports a different standard: verify commitments, attach consequences to repeated violations, distinguish the Chinese people from the regime that rules them, and bring China’s democratic future into mainstream policy discussion.

THE PROBLEM
