• Family status, identity, inheritance, property and ordinary contracts are analyzed with a presumption favoring continuity where legitimate reliance and rights protection justify it.
• Public, coercive or sovereign acts are reviewed separately.
• Recognition of a civil act does not concede constitutional sovereignty or validate political repression.

This branch connects Article VI with the Mainland Legislative Catch-Up Code and future transition legislation governing validation, review, restitution and remedies.
