Chinese Records Reportedly List Former U.S. Cabinet Secretary Elaine Chao in United Front-Linked Roles; Chao Denies Holding Foreign Government Positions

WASHINGTON, September 8, 2026 — Chinese government and state-media records reportedly listed former U.S. Labor and Transportation Secretary Elaine Chao in several roles connected to United Front-linked organizations and a municipal government, according to an investigation published Tuesday by the Daily Caller News Foundation (DCNF). Chao, through spokesman Patrick O’Connor, denies that she held a position with a foreign government or acted on behalf of one.

DCNF reported that records it located and translated described Chao as having been named to positions associated with the Jiading branch of the All-China Federation of Returned Overseas Chinese and the Jiading branch of the China Overseas Friendship Association, organizations that operate within or are linked to the Chinese Communist Party’s United Front system. The report also cited Chinese records describing Chao as a Wuhan municipal-government international adviser.

According to DCNF, some of the reported titles overlapped in time with Chao’s service in the U.S. Cabinet. The records use varying language, with some describing an appointment or acceptance of an appointment letter and others simply listing Chao as holding a title.

FCM has not independently authenticated and translated every underlying Chinese-language record cited by DCNF. Accordingly, this article reports what the records were said to show and does not treat every title, its acceptance, its duration or its meaning as independently established fact.

Chao’s spokesman told DCNF that she has never held a position with a foreign government or acted on behalf of one. He described questions about her patriotism as unfounded and racist and said that over her career Chao has received numerous honorary titles and recognitions. Regarding the reported Wuhan title, her spokesman said Chao was unaware of the title bestowed on her and noted that she is not fluent in Chinese.

DCNF reported that contemporaneous Chinese-language material described Chao and her father in connection with the Wuhan advisory role. That difference between the Chinese records and Chao’s account is an issue requiring further independent authentication and translation rather than an assumption that one side’s characterization is conclusive.

The significance of the report lies in the governance and disclosure questions raised when foreign political or government-linked entities list a serving or former U.S. official in advisory, honorary or organizational roles. The existence of such a listing alone does not establish that the individual accepted the role knowingly, performed duties, received compensation, acted as an agent, or committed wrongdoing.

FreeChina.live will continue reviewing the underlying records and any additional response from Chao or the organizations named in the reporting. Any stronger conclusion should depend on independently verified documents, accurate translation and evidence about what Chao knew, accepted and did.
