Taiwan’s Mainland Affairs Council Accuses the PRC (Mainland) of a “New Method” of Transnational Repression: Coordinated Impersonation of a Documentary Distributor

A “New Method” of Transnational Repression

Taiwan’s Mainland Affairs Council (MAC) has reported what it calls a “new method” of transnational repression linked to the distribution of a documentary about alleged forced organ harvesting in the PRC (Mainland), according to reporting by Focus Taiwan carried in an October 3, 2026 wire.

The council said unidentified individuals impersonated a Taiwanese documentary distributor — Kuan Chien-chung, who heads Lion Movies Culture Co. and distributed the Canadian documentary State Organs in Taiwan in 2024 — and used his identity and phone number to contact and threaten individuals and organizations on at least three occasions.

The Three Incidents

  • November 2025: someone used Kuan’s phone number to threaten a lawyer and demand money. Police subsequently questioned Kuan over the incident.
  • December 2025: a similar episode targeted Taiwan’s Kuma Academy, a civil-defense organization.
  • September 29, 2026: another individual allegedly used Kuan’s identity and phone number to threaten the Taiwan Falun Dafa Association. With assistance from the MAC, Kuan reported the latest incident to police.

Source claim: the incident dates, targets, and MAC’s account of them are as reported by Focus Taiwan via the October 3 wire. The Free China Movement has not independently verified each contact.

Provisional Attribution — Investigation Ongoing

MAC deputy head and spokesperson Liang Wen-chieh said the incidents appeared to go beyond ordinary impersonation because of their repeated and apparently coordinated nature. He said the authorities are provisionally treating the matter as possible PRC (Mainland) transnational repression, while stressing that the identities of those responsible have not yet been established and the investigation remains ongoing.

The MAC said it will coordinate with Taiwan’s National Police Agency and the Ministry of Justice on the case. The Free China Movement notes the MAC’s attribution is explicitly provisional; it is not a verified fact that the PRC (Mainland) directed the impersonations.

Context: Threats Against State Organs Screenings

State Organs is a Canadian documentary examining allegations of forced organ harvesting in the PRC (Mainland) involving Falun Gong practitioners. Entities involved in its screenings in Taiwan received numerous threats, including bomb threats, in late 2024.

Source claim: one outlet reporting on the MAC statement adds that Taiwan’s National Security Bureau previously traced threatening emails related to the screenings to overseas IP addresses, noting the senders’ use of VPNs. That tracing claim comes from the secondary report, not from the MAC itself.

The Free China Movement’s Assessment

This case illustrates an emerging transnational-repression tactic: weaponizing a private citizen’s identity to intimidate critics and their networks while preserving the state’s plausible deniability. By impersonating a documentary distributor, the perpetrators targeted not only the individual but the lawyer, civil-defense, and religious communities connected to him — a chilling effect designed to radiate outward.

The Free China Movement calls on the Republic of China (Taiwan) authorities to complete the investigation transparently and identify those responsible, and urges democratic governments to treat impersonation-based intimidation as transnational repression under their sanctions and accountability frameworks. The PRC (Mainland) has no jurisdiction over Taiwan’s citizens, and its laws and intimidation tactics have no binding force on them.

Editorial note: the primary Focus Taiwan item was not directly retrievable at publication time; all facts above trace to Focus Taiwan reporting as carried by the cited wire outlets. Attribution of the impersonation campaign to the PRC (Mainland) is the MAC’s provisional assessment, stated with the identities of the perpetrators unestablished — a source claim, not a verified fact.
