Philippine Defense Chief Warns China Could Exploit Perceived Gaps in Indo-Pacific Deterrence

September 7, 2026 — Philippine Defense Secretary Gilberto Teodoro has warned that China could view reductions in U.S.-South Korea military exercises as an opportunity to reassert itself in the Indo-Pacific.

In an interview with Reuters at the Seoul Defense Dialogue, Teodoro stressed that U.S.-Philippine military cooperation has not been reduced and that Manila has received assurances that Washington’s commitments under the Mutual Defense Treaty remain unchanged. He also described growing Philippine security cooperation with other democratic partners.

FCM Editorial Analysis

Teodoro’s warning is a strategic assessment, not evidence that Beijing has already acted on the perceived opening. The policy question is whether democratic allies can maintain credible, coordinated deterrence while avoiding unnecessary escalation and preserving clear treaty commitments.

Free China Movement will track concrete changes in Chinese military or maritime behavior, influence operations, alliance commitments and South China Sea coercion rather than treating speculation about future exploitation as a confirmed event.
