Evidence and assessment
China’s petitioning and administrative-reconsideration systems provide formal channels for grievances. Official data show substantial use and correction activity, while academic research finds complaint platforms can increase local responsiveness. Historical and recent reporting also documents risks of interception or retaliation against some petitioners. Routine remedy statistics therefore cannot be treated as proof that politically sensitive complainants receive equal protection.

Evidence limits
Sensitive-petitioner protection, independent remedy-quality audits, representative satisfaction evidence and historical FCM lineage remain incomplete. FCM therefore makes no national fairness or majority-satisfaction claim and does not backdate this present governance design.
