Elections must replace temporary authority on a public clock
The roadmap rejects both premature nationwide voting without minimum competitive conditions and indefinite postponement by temporary rulers. Election preparation should use auditable milestones for personal security; freedoms of association, party formation, assembly, expression and press; voter and candidate registration; election administration; voter rolls; media access; campaign finance; observation; complaints and rapid remedies; and political neutrality of military and police.
Local and national authorization
Where conditions differ regionally, free local elections may occur before nationwide elections. Their purpose is to replace temporary local councils, build election-administration capacity and give public services local representative authorization. Local elections do not transfer national defense, foreign affairs, currency or permanent constitutional settlement to local institutions, and incomplete national readiness cannot justify indefinite appointment of local leaders.
Representation is a traceable chain
P3 separates membership, representative credentials, selection of common officers, delegated powers, decisions and review or withdrawal. A person’s presence at a meeting, public prominence, control of a platform or long participation does not itself prove authority to bind a constituency. Every representative claim should identify the actual constituency, denominator, participation rule, authorization method, duration and revocation path.
Participation modes must not be conflated
Direct voting, instructed proxy, revocable delegation, consultation, petition, nomination and organizational endorsement are different acts. A limited proxy cannot be reported as a direct popular vote. Pre-transition civic consultation may prepare model legislation, hearings, petitions and research, but it remains non-sovereign and non-binding unless a separately verified lawful public-authority activation gate is met.
Election administration, certification and disputes
Candidate qualification, ballot administration, counting, certification, recount and dispute resolution should be institutionally separated from partisan campaign control where feasible. A projected result is not a completed transfer of authority. Terms, vacancies, recall where lawful, incapacity, replacement and any temporary holdover require explicit authority and expiry rules.
Campaign equality
Incumbents and project leaders should not convert government or organizational databases, staff time, public communications, intelligence resources, public funds or privileged access into hidden campaign advantage. P3 proposes an auditable campaign-resource and equal-access record rather than prematurely fixing a complete campaign-finance code.
Six democratic-operation clocks
- Lawful authorization.
- Administrative readiness.
- Voting or election.
- Certification and dispute completion.
- Seating and institutional activation.
- First ordinary accountability review.
These clocks should be visible separately for national, provincial/regional, municipal/county and local-executive levels, and for any provisional civic participation or ratification process.

Open questions
OPEN-P2/P3: final electorate definitions, apportionment, districting, campaign-finance rules, lawful postponement standards, constitutional activation of public representation and the precise legal relationship between pre-transition preparation and future state institutions remain unresolved. Until lawful activation, civic preparation must not be described as present state sovereignty.
