Canonical profile corpus
Canonical prisoner profiles may be physically stored under People and Organizations or specialized archives. Their storage location does not determine custody status. This master directory and its regional indexes provide the status-and-region layer.
Directory rule: custody status is evidence-controlled. Release is never inferred from sentence arithmetic. Death after verified release/return is not described as death in custody. Disappearance/unknown-whereabouts cases remain current until evidence establishes another status.
Bootstrap reconciliation: the Rights Defense Network August 31, 2026 Issue 131 A–Z universe is being ingested and region-tagged before mainland-only counts are derived. Existing published profiles are matched first; source-verified unmatched people may then be listed as PROFILE PENDING without creating duplicate canonical people.
