NON-GOVERNMENTAL CIVIC PARTICIPATION — NOT A GOVERNMENT, LEGISLATURE, REFERENDUM OR CLAIM OF SOVEREIGN REPRESENTATION.

This section will organize Free China’s public consultation, voluntary constituency-building, protected Mainland participation, support-vote methodology, proxy and delegate rules, independent audit, and any later provisional representative process authorized after review.

The initial one-year consultation creates no elected office. Any later representative stage requires an independent audit, a separate affirmative authorization decision, qualifying constituencies and published election rules.
