This draft hub explains Free China’s proposed one-year consultation on voluntary Mainland-connected constitutional representation, protected participation, provincial and regional constituency formation, legal continuity, and possible later provisional representation.

The initial one-year stage creates no elected office and no sovereign or governmental authority. Any later representative stage requires an independent Year-One audit, a separate affirmative authorization decision, qualifying constituencies, and published election rules.

Consultation proxies and delegations expire with the initial consultation unless expressly renewed under an approved protocol. A subsequently elected provisional representative would serve under a proposed four-year term model, subject to P2-LAW constitutional review, recall and vacancy rules, and automatic sunset when genuinely free and lawful elections become possible.
