Chen Jihuan (陈继环), born 1954, is a resident of Yongqing Village in Daotaiqiao Town, Yilan County, Harbin City, Heilongjiang Province, and a Falun Gong practitioner. She was seized in August 2025 and sentenced in March 2026 to three years and ten months in prison by the Yilan County Court, with a fine of 50,000 yuan. It is her third custodial sentence. A rights-defense roster dated August 31, 2026 lists her among reported current-custody cases in its three-year-ten-month-sentence group; a prisoner database last updated May 2026 shows her status as serving a prison term.
Chen began practicing Falun Gong in 1998, according to the prisoner-database record. After July 1999 she was detained repeatedly: in 2002 she was sent to a re-education-through-labor camp for three years, and in 2010 she was sentenced to four years, held successively at the Wanjia labor camp and the Heilongjiang Women’s Prison, where Falun Gong-affiliated accounts describe mistreatment that has no independent corroboration. On August 18, 2025, officers from the Dongcheng police station seized her again, searched her home, and placed her under criminal detention at the Harbin detention center. On March 11, 2026, the Yilan County Court sentenced her to three years and ten months plus the fine; the charge was not stated in any located source. The database records her term as ending June 17, 2029 — a database value without independent corroboration.
