Li Hongkuan (李洪宽), born in 1963 according to a Radio Free Asia interview transcript, studied at Nanjing University and the Chinese Academy of Sciences’ Shanghai biochemistry institute and later studied in the United States. The same interview identifies him as an editor of 大参考 and 小参考.

VIP Reference / 大参考

Li has described September 17, 1997 as the first formal transmission using the 大参考 name. Contemporary and later reporting documents his role editing and distributing the newsletter to readers in mainland China, including through large email lists designed to route around information censorship.

The 1999 New York Review of Books described VIP Reference as a Washington-based publication edited by Li and discussed its mass-email distribution and the Lin Hai prosecution. Later historical work likewise identifies Li and volunteers as compiling censored material and foreign reporting for email distribution.
