Historical research archive. VIP Reference (大参考) and the related daily publication 小参考 were early overseas Chinese-language electronic publications created during the rapid expansion of Internet access in mainland China. This archive preserves publication history, surviving issues, editors and contributors, contemporary media coverage, distribution methods, and persecution connected to their circulation.
Founding, editorial leadership and publishing roles
Available source layers identify Li Hongkuan (李洪宽) as founder/editor and a principal editorial organizer of 大参考. Retrospective accounts describe a small volunteer editorial network that included Chinese students and other overseas contributors. Those accounts also describe an operation without institutional funding, sustained substantially through volunteer labor and Li’s personal resources.
Contemporary 1998 reporting reproduced by El País and credited to The New York Times identified Lian Shengde (连胜德) as the owner of VIP Reference. For archival precision, this page therefore distinguishes Li Hongkuan’s founder/editorial role from Lian Shengde’s documented owner/publisher role rather than collapsing them into one title.
Origins and publication development
Surviving archival material shows 大参考 in circulation by October 1997. Recovered issue controls include No. 2 dated October 3, 1997 and No. 3 dated October 7, 1997. Later source layers describe the publication as edited and distributed by a small overseas Chinese network in the United States. 小参考 began in 1998 as a related, more frequent publication and became an important distribution vehicle for political news, commentary and materials unavailable through the mainland Chinese Communist Government’s controlled media environment.

Distribution and reach
Contemporary reporting documented distribution to very large numbers of mainland Chinese email addresses. The Washington Post reported in October 1998 that VIP Reference reached more than 100,000 Internet users in China. A November 1998 report reproduced by El País, citing owner Lian Shengde, said the principal edition reached more than 250,000 Chinese addresses and a daily edition about 25,000.
Internet persecution and the Lin Hai case
Shanghai Internet entrepreneur Lin Hai was detained in 1998 and prosecuted for providing approximately 30,000 Chinese email addresses to VIP Reference. The Washington Post reported that his December 1998 trial centered on providing addresses to the Washington-based publication, and in January 1999 reported that he received a two-year prison sentence. The case became an early landmark in the criminalization of Internet activity connected to uncensored political information.

Newsweek and the Great Firewall
In October 1999, Newsweek profiled Lian Shengde — rendered in the magazine as “Hengde Lian” — and described his role helping distribute VIP Reference into mainland China while changing U.S. email addresses to evade blocking. Lian described the confrontation as a struggle in which the Internet was the front line.

Preservation standard
This archive distinguishes four states: source located, searchable text reconstructed, original carrier recovered, and preservation copy/checksum completed. A searchable copy is never treated as proof that original bytes have been preserved. Embedded third-party articles remain separate copyright objects even when the publication issue itself is preserved.
Open recovery priorities
- Recover 大参考 #1 without inferring an unsupported date.
- Recover 小参考 #1–43 and preserve original headers/carriers where possible.
- Preserve raw RFC822/NNTP/MIME or archived web carriers for #2, #3, #77 and later issues.
- Acquire and preserve VIP Reference FAQ v2.0 dated 1998-03-14.
- Acquire the Shanghai No. 1 Intermediate Court Lin Hai judgment and the higher-court appeal record.
- Continue the later-year issue sweep and create checksummed preservation copies where rights permit.
Reader Action
Researchers and former participants who possess original issues, email distributions, screenshots, correspondence, court documents or contemporaneous press coverage are encouraged to preserve those records and provide verifiable provenance so the historical record can be expanded without overwriting earlier evidence.
