Recent research substantially expanded the evidence chain concerning implementation of the 1947 Constitution and the establishment of constitutional institutions in 1948. The revised analysis distinguishes the continued legal existence of the Constitution and central institutions from the emergency constitutional powers, martial-law measures, special criminal-law systems, wartime institutional contraction and changing practical territorial and administrative control that developed during the civil-war crisis and after the central government moved to Taiwan.
The research now follows the development of emergency constitutional government from the 1948 Temporary Provisions through their later expansion, the coexistence of long-serving first-term central representatives with periodically elected additional representatives in the Free Area, judicial intervention concerning continued representation, and the constitutional transition that culminated in termination of the Period of Mobilization for Suppression of the Communist Rebellion, repeal of the Temporary Provisions and adoption of the Additional Articles in 1991.
This work strengthens an important analytical distinction throughout the research: constitutional and legal continuity, formal institutional existence, emergency legal overlays, and practical military, territorial, fiscal and administrative authority must be evaluated separately rather than treated as interchangeable.

The research has re-identified the correct 1946 Constituent National Assembly proposal corpus and separated it from later proposal collections containing the same proposal numbers. Page-level verification continues for several remaining proposals concerning military and constitutional arrangements, including proposer and co-signer information and exact text. Until that verification is complete, these details are not treated as closed findings.
