Geographic scope rule: Mainland-China findings, ROC (Taiwan) historical or contemporary evidence, and third-country comparisons are labeled separately. ROC (Taiwan) statistics or implementation results are comparative evidence only unless a page explicitly states otherwise.

How to read the evidence

The public edition distinguishes verified primary evidence, contemporaneous institutional or party claims, third-party observations, participant recollections, later scholarship, comparative findings and project analysis. Research status is also separated by stage: announcement is not implementation; budget is not expenditure; approval is not delivery; declassification is not necessarily practical access; authorized staffing is not filled staffing; and an unresolved source question is not presented as a closed finding.

Access and publication policy

The publication-cleared research is made readable on the website section by section. Internal working files, private research-control materials and private storage links are not distributed. A separate downloadable public edition may be released only after it is independently publication-cleared; the website does not expose internal working files as downloads.
