This archive accompanies the canonical profile of Bai Xiaomao / 柏小毛, a coal-mine worker from Qiyang County, Hunan, and a defendant in the 1990 Chenzhou prosecution of the group the court called the “Democratic China Front — Mountain Branch” (民主中国阵线山地支部).
Documented record
The surviving criminal judgment — Hunan Chenzhou Prefecture Intermediate People’s Court, Criminal Trial Division No. 1, case (1990) 郴一初字第88号, issued November 7, 1990 — identifies Bai as a native of Qiyang County, a worker at Tangdong Coal Mine, and a resident of the mine’s Fifth Village. The judgment writes the surname consistently as 柏 (not 白).
The court characterized Bai as a principal organizer (主犯) of the group: it found that he helped organize and lead the group, chaired meetings, and participated in drafting its program and leaflets — described in the judgment as “起草反动传单和组织纲领,罪行严重”. Members of the organization produced and distributed political leaflets; the judgment names Bai Xiaomao, Li Yumin, Xiong Rentao and Chen Jianlong as participants in leaflet distribution at the Zixing Mining Bureau and four subordinate coal mines. Xiong and Chen were named participants, not defendants in this judgment.
The record states that Zixing public security placed Bai under investigatory detention on February 24, 1990 and formally arrested him on June 6, 1990. On November 7, 1990, he was sentenced to eight years’ imprisonment, calculated from February 24, 1990 through February 23, 1998, plus three years’ deprivation of political rights.
As with the other defendants’ records, the judgment survives only in photographs of pages 1, 4 and 5, from a family-held copy published with a 2023 WRIC report; pages 2 and 3 have not been recovered.
Identity caution
Earlier working transcriptions of the judgment contained errors on Bai’s record — including the hometown and workplace, the arrest date, and the surname character — all corrected by direct re-reading of the photographs. The controlling reading is: 柏小毛, Qiyang County native, Tangdong Coal Mine worker, arrested June 6, 1990, eight-year term.
Status caution
Nothing is reliably documented about Bai Xiaomao after the November 7, 1990 judgment — no prison assignment, release record, or post-sentence biography has been located, and searches of Chinese-language sources have found no corroborating trace. The nominal sentence end date must not be treated as evidence of release. Current status is not verified.
