This archive preserves the chronology of publicly reported information on the case of Bao Wanming, a Falun Gong practitioner from Jixi City, Heilongjiang Province, serving a nine-year prison term.
Reporting chronology
October 2020 — Arrest. Minghui.org reported that Mr. Bao Wanming, Mr. Zhou Keming, and Ms. Teng Shuli were arrested on October 12, 2020, and were being held in the Jixi Detention Center. (Minghui, October 29, 2020 digest)
June 2, 2021 — Sentencing. Reporting published in July 2021 (Minghui; Falun Dafa Information Center) states that the three Jixi residents were sentenced for distributing information about their faith: Bao Wanming, 50, to nine years in prison with a 100,000 yuan fine; Teng Shuli, 51, to seven years; Zhou Keming, 53, to four years. The three were reported to have been tried by the Jidong County Court on April 23, 2021 by video conference. Only Bao had a lawyer, who entered a not-guilty plea; Bao testified that prosecution evidence included items not belonging to him. The Falun Dafa Information Center adds that arrest approvals were issued November 18, 2020 and the three were detained at the Jixi City Detention Center.
Late 2021 — Appeal rejected; prison transfer. Minghui reported that the appeals of the three to the higher court were turned down. On October 19, 2021, Bao Wanming and Zhou Keming were taken to Hulan Prison.
August 31, 2026 — Still listed in custody. The Rights Defense Network’s monthly report on political prisoners and prisoners of conscience in mainland China (Issue 131) includes Bao Wanming among those in custody, grouped with detainees serving nine-year sentences.

Conflicts and caveats
- The October 2021 Minghui digest states Bao and Zhou “were sentenced to nine years and four years respectively,” consistent with the June verdict reporting. No conflict.
- The 2018 Minghui report naming a “Mr. Bao Wanming” among Jixi practitioners in custody is likely an earlier detention episode of the same person (same city, same name), but this is not confirmed and is not used as a primary fact.
- No official Chinese court record located. No post-2021 confirmation of Bao’s location or condition. Chinese characters for the name unverified.
