Cai Xiuying

Cai Xiuying is a Falun Gong practitioner from Harbin City, Heilongjiang Province. According to Minghui.org, Ms. Cai and her husband, Zhu Mingdi, were seized in a group arrest of local Falun Gong practitioners on April 7 and 8, 2020, while making phone calls to the public about Falun Gong’s health benefits and what Minghui describes as the official cover-up of the coronavirus pandemic.

After being held for a month in what Minghui describes as a hotel brainwashing session, the couple was released on bail in mid-May 2020. Minghui reports that Gu Songhai, the director of the Heilongjiang Province Domestic Security Office, continued to harass and intimidate them. Ms. Cai had been a former official of the Heihe Municipal Party Committee Propaganda Department; Mr. Zhu was a former deputy director of the Songbei District Tax Bureau.

On July 5, 2022, an officer surnamed Huang called the couple and told them to pick up their confiscated belongings at the Longnan Police Station. When they went the next day, they were arrested and held in custody. Minghui reports that the Daqing City Court tried their case in late December 2022 and sentenced Ms. Cai to ten years in prison and Mr. Zhu to nine years and eight months; both were fined. The couple appealed and were denied. A later Minghui news brief reports a further hearing on April 6, 2023 and notice on April 10 that the original sentences were upheld.

On May 15, 2023, Minghui reports that Ms. Cai was transferred to the women’s prison in Heilongjiang Province to serve her sentence; Mr. Zhu was reported held in the Daqing City Detention Center at that time.

Rights Defense Network’s Issue 131 (August 31, 2026) lists Cai Xiuying among reported current-custody political prisoners and prisoners of conscience. Free China Movement has not independently verified her current custody status, the statutory charges behind the sentence, or the sentencing court’s judgment text, and the Chinese-character form of her name has not been confirmed in public sources. The details of her case above are reported by Minghui.org and have not been independently verified against a second evidence lineage.
