Chen Tianlai / 陈天来 — Dong’an RTL Case, 1989

Chen Tianlai / 陈天来

Classification: Hunan 1989 democracy-movement case; administrative reeducation through labor (RTL). Current status: unknown.

Asia Watch’s 1992 report Anthems of Defeat: Crackdown in Hunan Province, 1989–92 identifies Chen Tianlai as a 24-year-old unemployed high-school graduate from Dong’an County, Hunan. The report says that during the 1989 Democracy Movement authorities accused him of entering student ranks, taking to the streets to “create disturbances,” and spreading “rumors” and “superstitions.” These descriptions are authorities’ characterizations quoted by the human-rights report, not independently established findings.

Custody

According to Asia Watch, Chen was arrested and in November 1989 the Lingling Prefecture Public Security Bureau imposed three years of reeducation through labor. RTL was an administrative detention measure; this record should not be described as a criminal-court prison sentence. No court or criminal judgment is identified in the source.

Evidence limits

The available source does not establish a release date, post-custody activity, later residence, or present status. A nominal three-year term must not be converted into an inferred release. The Chinese characters 陈天来 are reported in the research extraction from the report’s glossary and should be checked against a primary Chinese record when one becomes available.
