Source chronology
- 2024-06-19. Cheng Guijun (female), Zhang Wenping, and Song Guifen — Falun Gong practitioners from Dongguang County, Hebei — detained by Ningjin County domestic-security police while at a market in Ningjin County, Shandong, and their homes searched. The same day, Dongguang County police detain Men Bingcheng and Yu Yongli at their homes; Fucheng County (Hengshui) police detain Li Zhenying. All six taken to the Dezhou City Detention Center. (WOIPFG notice.)
- 2024-07-29. The Ningjin County Procuratorate approves the formal arrests of all six. (WOIPFG.)
- 2024-09 (late). The procuratorate having returned the case for supplementary investigation, Ningjin County police re-submit it. (WOIPFG.)
- 2024-10 (early). The six are indicted to the Ningjin County Court. (WOIPFG.)
- 2025-04-18. Trial at the Ningjin County Court. The court restricts family attendance and denies entry to five family defenders; families protest on the spot; the hearing is forced through, then adjourned after the families dismiss their lawyers on the spot to defend their rights. (WOIPFG.)
- 2025-08-12–13. Second hearing; practitioners enter not-guilty pleas with their lawyers and family defenders. The court convicts all six: Li Zhenying 4 years, Yu Yongli 3 years, Cheng Guijun 3 years, Zhang Wenping 2 years, Men Bingcheng 1 year 6 months, Song Guifen 1 year; fines of 3,000–10,000 yuan each. (WOIPFG.)

Source grading
- WOIPFG notice “追查山东省德州市宁津县迫害程桂君、张文萍等六名法轮功学员的责任人的通告” (2024-08-28, updated 2026-03-08) — the sole detailed case source; read in full. Medium for case facts (it names dates, courts, sentences, prison transfers, and the officials/units it holds responsible). Its legal characterizations (e.g., “非法”, “冤判”) are the organization’s framing, carried with attribution on the Person page. It is a U.S.-based documentation organization whose notices serve an advocacy purpose; facts are stated as its findings.
- Issue 131 report (Chinese + English editions, 2026-08-31) — the roster source; primary for the roster equation only. High for what it lists (name in reported-custody list); carries no Chinese characters, region, charge, or dates for the entry.
Conflicts and caveats
- Single-source lineage. All case detail comes from one organization (WOIPFG). No Minghui or second-source report for this case was found in bounded searches (2026-09-24). Case facts are attributed to WOIPFG throughout; a second-source watch is open.
- Identity equation graded PROBABLE. Name (Cheng Guijun ↔ 程桂君) + female + in-custody status converge across the roster and the WOIPFG notice; the roster supplies no region, charge, or dates to deepen the match.
- Charge. The source describes detention for telling people about the persecution of Falun Gong at a market; no official charge or statute is stated in the available source. Do not publish a specific charge label.
- No release or sentence-reduction evidence as of September 24, 2026; the roster (August 31, 2026) still reports her in custody. Do not infer a release date from the 3-year term.
- Photo. No portrait located; none supplied in this package.
Evidentiary limits
No court judgment or primary court record was independently located; case facts rest on the WOIPFG notice (one evidence lineage, read in full). The officials and units named as responsible in the source (Dezhou and Ningjin political-legal officials, the Ningjin court, the Dezhou Intermediate Court, both prisons) are reproduced in the source chronology scope above only where cited; the full name list is preserved in the linked source for publisher verification.
