Person profile: Cong Wei
This archive collects the documented reporting on the case of Cong Wei (丛伟), the Dalian Falun Gong practitioner sentenced in November 2024 and reported on hunger strike in Dalian Prison since May 2026. It preserves the source chronology, including his earlier persecution record, and notes where reporting ends.
**December 21, 2024 — Minghui.org (English).** “Liaoning Man Gets Second Prison Term for Practicing Falun Gong.” A 52-year-old Dalian resident was sentenced to four and a half years and fined 30,000 yuan on November 12, 2024. The report detailed the May 9 arrest at work by Hekouyanhai Police Station officers, the home raid, the denied detention-center admission over high blood pressure, the hotel detention and escape, the May 15 recapture, and the October 12 virtual hearing at which presiding judge Ni Shengjun instructed clerk Sun Wei not to record the defense lawyer’s arguments. It noted the appeal to the Dalian City Intermediate Court and the prior record: a two-year forced-labor term and a 1.5-year prison term.
The same report documented the earlier history: the November 2000–November 2002 Dalian Labor Camp term with electric-baton torture (including the June 4, 2001 incident in which he and fellow practitioner Liu Yonglai were stripped, cuffed together, and shocked); the July 28, 2004 workplace arrest; the September 12, 2006 early-morning arrest, metal-cage detention at Jiaojinshan Police Station, and secret 1.5-year sentence by the Ganjingzi District Court; and the April 20, 2010 arrest at a friend’s home.
**August 7, 2026 — World Organization to Investigate the Persecution of Falun Gong (WOIPFG).** “Notice of investigation into those responsible for the persecution of Falun Gong practitioner Cong Wei at Dalian Prison, Liaoning Province.” The notice identified 丛伟, male, 54, a former employee of Dalian Neptune Star Pharmaceutical Co. (大连市海王星辰医药有限公司) living in Dalian’s Ganjingzi District. It confirmed the November 12, 2024 Ganjingzi Court sentence (4 years 6 months, 30,000 yuan), the March 12, 2025 transfer to Liaonan New Inmate Prison and March 25, 2025 transfer to Dalian Prison, the severe hypertension and diabetes, and the third-ward elderly/disabled-unit placement. It reported that his wife’s two visit requests (March and April 2026) were refused, that strict control was imposed for his refusal to plead guilty and to wear a “crime” badge, that his hunger strike began May 18, 2026, that he received fifteen days of solitary confinement in July 2026, and that he was extremely emaciated after more than two months without food.
**Reporting gaps.** The appeal outcome at the Dalian City Intermediate Court has not been reported. The exact criminal charge (the specific Criminal Law article) is not stated in the available sources. No independent medical records of his condition exist publicly.
**Provenance note.** Minghui is a Falun Gong-affiliated outlet and the primary chronicler of this case; WOIPFG is an advocacy organization investigating persecution cases. The two accounts agree on the sentence, the court, the transfers, and the health and hunger-strike details. The WOIPFG notice additionally names responsible officials and units; those names are preserved in the notice and are not repeated as established fact here beyond attribution.
