Deng Xiancheng (邓贤程) is a Falun Gong practitioner from Qionghai City, Hainan Province, born around 1971. Since the late 1990s he has been detained, sentenced, or held in re-education through labor multiple times in connection with his practice of Falun Gong, with a cumulative record of three formal prison sentences totaling twelve and a half years plus a three-year term of re-education through labor, according to reporting by Minghui and the Prisoners of Conscience Database.
In 2000, Deng was detained for two years after leaving home to publicly affirm his practice; he was held at the Haikou Sankeli re-education camp and released in 2002. In late August 2002 he was detained again in Wenchang City for posting materials about Falun Gong and sentenced to three years of re-education through labor. During that period he was beaten on the orders of Wang Caixia, a cadre at the Haikou agricultural-reclamation office; his mouth was badly swollen and he could not speak, eat, or sleep, and he was later sent back to the Qionghai Public Security Bureau, according to Minghui. While he was away, local police repeatedly detained his parents and sister in rotation — his parents for more than two months, his sister for about a week — and raided the family home at night, the same reporting states.
In January 2003 Deng traveled to Beijing to appeal on behalf of Falun Gong and was seized; he was sentenced to two years and released in January 2005. In 2008 he was detained in Wenchang for distributing Falun Gong materials; his home was searched, and Deng and his family were put through a brainwashing class. On October 17, 2008, the Wenchang court sentenced him to four years and six months; he was imprisoned until January 28, 2013.
On December 11, 2015, Deng was seized at a rented room in Haikou where he was printing Falun Gong materials. He was sentenced to six years and held at Hainan’s Sanjiang Prison until May 29, 2021. Minghui reported in November 2019 that during this term he was frequently beaten by inmates assigned to monitor him. Less than two months after his release, on July 19, 2021, he was taken to a brainwashing class, where he was hung up and beaten, denied food and toilet access, and bitten by mosquitoes; he was released home on December 29, 2021, in critical condition, according to the same reporting.
On October 14, 2022, Deng was seized in Qionghai while posting Falun Gong slogans and taken to the Longhu Town police station in Ding’an County. After fifteen days of administrative detention, he was placed under criminal detention on October 29 and moved to the Ding’an County detention center. Police searched his home and confiscated a motorcycle, a helmet, and a laptop. His parents were pressured to sign blank paper; the case went to trial without any notice to the family, the verdict was delayed about a year, and Deng was sentenced to six years with a 10,000-yuan fine. The family learned of the sentence only when an intermediate court called to demand payment of the fine. The charge in the 2022 case is not publicly known. He was transferred to Hainan Sanjiang Prison. The Prisoners of Conscience Database records his term as ending on October 13, 2028, and lists him as currently in prison (last updated June 17, 2024).
**Status:** Reported in custody. Deng Xiancheng appears in the Rights Defense Network’s Issue 131 roster of reported current custody cases (August 31, 2026). His most recent documented sentence is the 2022 six-year term ending October 13, 2028. No independent confirmation of his current prison assignment after transfer has been published.
