Feng Liqi (冯立齐) is a Falun Gong practitioner from Nong’an County, Jilin Province, China. He appears in the Rights Defense Network (维权网) Issue 131 roster of reported current custody cases (dated August 31, 2026) as a prisoner currently in custody.
According to reporting by Minghui.org, a Falun Gong-affiliated publication, Mr. Feng was among about two dozen practitioners detained in a police sweep in Nong’an County on July 15, 2020. The reporting states that the operation was ordered by the Political and Legal Affairs Committees of Changchun City and Nong’an County and directed on the ground by Zhang Kainan, the Nong’an County Political and Legal Affairs Committee secretary, and Li Xingtao, the head of the Nong’an County Police Department.
The cases were submitted to the Dehui City Procuratorate in late October 2020. On April 9, 2021, eight of the practitioners were tried together at the Dehui City Court. According to the reporting, the presiding judge, Wang Rongfu, barred the practitioners’ defense lawyers and family defenders from reviewing case documents or appearing in court, on the grounds that they could not provide documents proving they did not practice Falun Gong. The practitioners refused court-appointed lawyers instructed to enter guilty pleas and represented themselves, pleading not guilty.
On July 26, 2021, the Dehui City Court sentenced the practitioners. Mr. Feng Liqi was sentenced to nine years in prison. The other sentences in the group ranged from eighteen months to ten years.
Mr. Feng appealed to the Changchun City Intermediate Court. According to later reporting, the intermediate court upheld the original verdicts without informing the practitioners’ lawyers or families; Mr. Feng’s appeal was handled by judge He Fu, together with the appeals of Zhang Xiuzhi and Lu Xiangfu.
