Fu Guangrong — Zhuzhou 1989 RTL Case

Fu Guangrong

Classification: Hunan 1989 democracy-movement case; administrative reeducation through labor (RTL). Current status: unknown.

Asia Watch’s 1992 Anthems of Defeat identifies Fu Guangrong as a 27-year-old unemployed youth in Zhuzhou City. It reports that authorities accused him of spreading “rumors,” directing students to “create disturbances,” and helping students hide. These are authorities’ allegations as reported by Asia Watch and should not be presented as independently adjudicated facts.

Custody

After his activities were discovered, Fu was arrested. Asia Watch reports that in early 1990 the Zhuzhou City Public Security Bureau imposed three years of reeducation through labor. RTL was administrative detention, not a criminal-court sentence.

Evidence limits

No original RTL decision, confirmed release record, post-custody biography, or present-status evidence is currently available. Do not infer release from the nominal term.
