Fu Zhaocui (付曌翠)
Fu Zhaocui (付曌翠), born in 1968, is a woman from Hailin City, Heilongjiang Province, serving a nine-and-a-half-year prison sentence. She was formerly the head nurse of the Hailin City Hospital of Traditional Chinese Medicine. Minghui, the Falun Gong-affiliated outlet that documented her case, and the CHRD Prisoners of Conscience database both describe her as a Falun Gong practitioner; that characterization is the sources’, stated with attribution below.
According to Minghui’s August 2023 report, Fu’s whole family practiced Falun Gong and was repeatedly targeted after 1999. In September 2003, Fu and her mother Tang Yuhua (汤玉华) were sentenced to three years in prison and held at the Harbin Women’s Prison. In 2007 she was placed under two years of re-education through labor, returning home on medical parole that July; her father Fu Yingduo (付英铎), who had served a three-year sentence, died in May 2007; her brother Fu Pengchong (付鹏翀) was sentenced to three and a half years in 2014. These family-history details come from the Minghui account and are presented as that outlet’s reporting.
The CHRD record states that on June 10, 2021, Fu was seized by Hailin City domestic-security police and later released on bail pending trial. In late December 2021, the Hailin City Court sentenced her to nine years and six months in prison with a 10,000-yuan fine — the specific criminal charge is not given in the sources located (CHRD records it as unknown). She appealed to the Mudanjiang Intermediate Court, which rejected the appeal. Because of her health, she was kept under residential surveillance rather than taken into custody at that time. On June 5, 2023, Hailin police and court officers took her to the Second Hospital of Mudanjiang Medical College (described in the sources as the police hospital, bearing the Mudanjiang Detention Center’s nameplate); on July 1, 2023, she was moved to the Mudanjiang Detention Center and then to the Heilongjiang Provincial Women’s Prison. The CHRD record gives her term as ending on December 9, 2030.
The Rights Defense Network’s (维权网) monthly custody report of August 31, 2026 lists her in the group of prisoners reported as sentenced to nine years and six months — consistent with the 2021 sentence.
What is not known: the formal criminal charge behind the 2021 sentence; the written court judgment; her condition and whereabouts beyond the dated 2023 custody reporting (no later independently verified custody evidence was located). No release date is projected here beyond the term-end date given in the CHRD record — and that figure is the record’s own, not an independently verified computation.
