Guan Chenglin (关成林), born in 1954, is a Falun Gong practitioner from Xiushuihezi Town, Faku County, Shenyang City, Liaoning Province, who was sentenced in 2024 to seven years and six months in prison with a 20,000-yuan fine.
Guan began practicing Falun Gong in 1997. After the practice was banned in 1999, he was detained at a local “transformation” facility for about three months for refusing to renounce his beliefs.
On August 29, 2023, police from the Xiushuihe police station in Faku County took Guan into custody and questioned him; he was held at the Faku County detention center. The case stemmed from Guan forwarding videos about Falun Gong through the Kuaishou mobile app. On September 28, 2023, the procuratorate in Shenyang’s Liaozhong District declined to approve his arrest, and Guan was released after a month of detention, though he remained under residential surveillance.
On March 27, 2024, the Faku County police sent the case to the Xinmin City procuratorate, which indicted him on June 3, 2024. Guan was taken from his home again on July 10, 2024, and held at the Xinmin City detention center. The Xinmin court tried his case on July 30, 2024; two family defenders pleaded not guilty on his behalf. On August 22, 2024, the court sentenced him to seven years and six months in prison and a 20,000-yuan fine. The monitoring record states his term runs to January 9, 2032.
Guan filed an appeal through a written appeal statement prepared by family defenders. A September 2024 case report said the case had reached the second-instance court at the Shenyang Intermediate People’s Court.
