Guan Lianbin (关连斌) is a Falun Gong practitioner from Ning’an City, Heilongjiang Province. Falun Gong-affiliated reporting states that he was arrested in August 2025, sentenced to four years, lost his appeal in March 2026, and was later transferred to Hulan Prison.
2025 arrest and trial
Minghui reports that officers from Harbin’s Songbei District Police Department arrested Guan on August 20, 2025. The Daowai District Procuratorate later indicted him, and Daowai District Court held a virtual hearing on December 23, 2025. His lawyer entered a not-guilty plea. Minghui reported that judge Wang Tingting later sentenced Guan to four years in prison.
Appeal and custody
Later Minghui reporting states that Guan appealed and that the Harbin City Intermediate Court upheld the sentence on March 31, 2026 without an open hearing. The report states that he was transferred to Hulan Prison and that family and lawyer visits were denied. A WOIPFG notice separately reports a 10,000-yuan fine; that detail remains attributed to that advocacy source.
Earlier imprisonment
Sources also report a prior five-year prison sentence in the Mudanjiang region. The older record contains a date conflict: a 2006 report gives an October 2002 arrest and February 2003 sentence, while later reports give an October 2003 arrest and 2004 trial or sentence. This profile does not resolve that discrepancy.
Evidence limits
The detailed record comes from Minghui/Clearwisdom and WOIPFG, all within the Falun Gong advocacy/reporting ecosystem. No public court judgment or independent official record was located. Whether the 2025 arrest itself occurred in Ning’an or Harbin remains unclear.
