Guan Xingtao (关兴涛) is a Falun Gong practitioner from Daqing City, Heilongjiang Province. Rights Defense Network Issue 131 lists him among reported current-custody cases, and the U.S. Commission on International Religious Freedom records him as not released and held at Hulan Prison.
2018 arrest and 2019 sentence
Minghui reports that Guan was among practitioners arrested on November 9, 2018. His wife, Wu Yanhua, was also detained, and police searched their home. Guan, Wu, and Du Yecheng later appeared in Ranghulu District Court. USCIRF records that Guan was sentenced on September 29, 2019 to eight years in prison and fined 30,000 yuan under Article 300 of the Criminal Law. Minghui reports that the appeal was rejected.
Custody
Minghui reported that Guan was transferred to Hulan Prison on January 14, 2020 and that family visits were denied because he refused to renounce Falun Gong. USCIRF lists his status as “Not Released.”
Earlier record and evidence limits
USCIRF also records a prior ten-year sentence in 2003. A 2002 Minghui report mentions a person of the same romanized name in a different locality; that record is not merged here because the identity link is unverified. No public PRC court judgment or official custody document was located.
