Guo Likun (国俪堃) — Beijing Housing-Rights Activist

Guo Likun (国俪堃), born July 27, 1950, is a Mongolian retired doctor and rights activist from Beijing. Her case grew out of a long-running housing dispute with the navy: in 2011, she and her husband were unable to move into their assigned retirement-home flat in the naval retirement-community complex in Beijing, which they said was poorly built — cracked walls, leaking water, electrical faults — and they were then subjected to forced eviction measures including cut-off water, power, gas, and heating. In December 2013, their courtyard wall was demolished overnight without notice, and family ancestral ashes and burial objects the family describes as sacred were taken, rights monitors report.

On July 9, 2015, their home was forcibly demolished. During the demolition, her husband, Ji Zhuotu, a former navy logistics official, was beaten, sustained serious injuries, and fell unconscious; he was taken to a naval hospital, received multiple critical-condition notices, and died there on January 5, 2018. Her petitioning over the case brought retaliation rather than redress, monitors say: in June 2020 she was beaten while petitioning at an inspection team’s location in Beijing, and in September 2021 she was criminally detained by Fengtai police on suspicion of “picking quarrels and provoking trouble,” spending about a year and a half in detention before her release in March 2023.

On July 29, 2026, she was taken back to Beijing while staying in Beidaihe and criminally detained, held at the Fengtai District Detention Center in Beijing. Her daughter delivered clothes and medicine to the facility but had received no written detention notice, the rights-defenders database records. In September 2026, the database reported that she had been released on bail. That release is reported by a single monitoring source and has not been independently corroborated; no inference should be drawn about her current status.

Name note: The surname is 国 (not 郭). The CHRD bio once renders her name as 国丽堃 — a source-level spelling variant (丽 vs 俪) for the same person, not a separate identity. This profile concerns only Guo Likun (国俪堃) and must not be merged with other people whose names romanize as “Guo,” such as Guo Xingmei (郭兴梅), a separate profile subject.

The 2026 detention details and the September 2026 bail statement rest on the CHRD record alone; the 2013–2015 demolition accounts are family and monitor accounts as reported.
