Guo Xingmei （郭兴梅）, born October 5, 1962, is a rights activist from Shapingba District, Chongqing, currently serving a three-year prison sentence. Her petitioning history of more than two decades began in April 2003, when land and homes in her village — Heishizui, Ertang, Jingkou Town, Shapingba — were seized by the district government, which she and other villagers said acted without the required requisition approvals. Over the years that followed, her lawsuits and petitioning brought no resolution, rights monitors report, while she herself was repeatedly detained. She also spoke up for other petitioners and followed rights cases online.
On June 28, 2024, Guo Xingmei was criminally detained by Shapingba police on suspicion of “picking quarrels and provoking trouble.” Rights monitors say the detention followed a May 20, 2024 citizens’ dinner at which Chongqing residents celebrated the inauguration of Lai Ching-te as president of the Republic of China (Taiwan), and that she had shared a video of the gathering. She was formally arrested on August 3, 2024; the case was handled by the Yubei District People’s Procuratorate, which cited her posts on the X platform (Twitter) among the evidence. The case was tried on July 29, 2025 at the Yubei District People’s Court, and on October 30, 2025 she was sentenced to three years’ imprisonment for “picking quarrels and provoking trouble.” The sources differ by one day on the stated end of the term (CHRD: 2027.6.27; 民生观察： 2024.6.27–2027.6.26); both agree on a three-year term beginning in late June 2024. On January 21, 2026, she was transferred from the Yubei detention center to Chongqing Daping Prison （重庆市大坪监狱） to serve the sentence. No reporting exists on any appeal or on current prison conditions.
