Guo Yiwei (郭毅巍), born September 12, 1981, is a resident of Xiaoxinzhuang Village, Dongfeng Township, Chaoyang District, Beijing — a demolition victim turned petitioner.
The demolition case
On July 26, 2020, township officials carried out the forced demolition of the Guo family’s houses and farm buildings in Xiaoxinzhuang. According to her family’s account, no relocation or compensation agreement was ever signed, no compensation was paid, and no court judgment authorized the demolition. Guo and her family began petitioning after the demolition, and she was classified by local authorities as a “key petitioner” (信访重点人), subject to travel restrictions during sensitive periods.
2023 detention incident
On March 4, 2023 — the opening day of the national “Two Sessions” (两会) — stability-maintenance personnel blocked the door of Guo’s home and barred her from going out. When her young son developed a high fever and urgently needed medical care, Guo argued with the guards and a clash followed. Guo called the police to report the incident; instead of addressing the guards, police placed Guo under administrative detention for 10 days.
2025 criminal detention
On March 2, 2025 — again a “Two Sessions” day — Guo went to the Dongfeng Township government to seek resolution of her petition complaint and was criminally detained by Beijing Chaoyang police on suspicion of “obstruction of official business” (妨害公务罪). On April 8, 2025, the Chaoyang District Procuratorate changed the charge to “picking quarrels and provoking trouble” (寻衅滋事罪) and approved her formal arrest. She was held at the Beijing Chaoyang District Detention Center (Chaoyang North Road 29).
