Hao Shue’e
Hao Shue’e (郝淑娥) is a rights defender and petitioner (维权访民) from Mishan City, Heilongjiang Province, where she worked for the 855 Farm and lived in the 855 reclamation community. She was born on November 8, 1963.
Her documented history begins with a family tragedy. In 2009, her brother was found dead under disputed circumstances after his body was recovered from a reservoir; she reports that the initial autopsy finding was changed and that the authorities refused her request for an independent forensic pathologist. Seeking justice for her brother’s death, she petitioned for more than a decade, preserved the body for many years, and assisted other petitioners and public-interest causes along the way. The authorities designated her a priority stability-control target.
Her petitioning brought repeated detentions. On July 18, 2012, Beijing police criminally detained her on suspicion of disrupting public order after she sang about her brother’s case, holding her at the Fengtai District detention center for 32 days before releasing her on bail. On September 19, 2013, she was detained again in Beijing by Xicheng District police and held 31 days at the Xicheng detention center; during her years of petitioning in the capital she was also held in an unregistered facility by Heilongjiang interception personnel.
On September 8, 2019, Beijing police detained her again. The Mishan City procuratorate of Jixi, Heilongjiang, approved her arrest on suspicion of extortion (敲诈勒索罪). While she was held at the Mishan City detention center, she refused offers to settle the case privately and refused to post bail for release, insisting on a full exoneration. According to the Chinese Human Rights Defenders database, the Hongxinglong Court sentenced her to two years and nine months in prison. No release date has been publicly documented.
The Rights Defense Network’s monthly report on political and conscience prisoners in custody in mainland China (Issue 131, August 31, 2026) lists Hao Shue’e among those detained without trial, in the Heilongjiang group. The report gives no date or circumstances for the detention it records.
