Huang Licheng / 黄立成

Huang Licheng (黄立成) is a Falun Gong practitioner from Heilongjiang Province. The China prisoner-of-conscience database records that he was born in 1955 and is from Kangrong Village, Lanxi County, Suihua City.

Reported case history

The database records that Huang was detained on January 5, 2017 for distributing Falun Gong materials in Changjiang Township and later received a three-and-a-half-year sentence with a 5,000-yuan fine.

It further records that Huang disappeared into custody again in September 2023 and was later criminally detained, formally arrested and prosecuted. The Aimin District Court in Mudanjiang reportedly heard his case on February 2, March 19 and April 12, 2024.

According to the same database, on May 29, 2024 Huang was sentenced to four years and six months in prison and fined 10,000 yuan. The record lists the formal charge and detention location as unknown and gives a term endpoint in March 2028.

Status and evidence limits

Rights Defense Network Issue 131 lists 黄立成 among reported in-custody prisoners as of August 31, 2026. No public court judgment or prison-location record was located. The March 2028 date is the database’s stated term endpoint, not an independently verified release fact, and status after August 31, 2026 is not inferred.
