Liu Penghua (刘鹏华)

Liu Penghua (刘鹏华) was a production worker at Shenzhen Jasic Technology Co. and one of the workers involved in the 2018 effort to form an independent union at the factory.

According to the CHRD Political Prisoners Database and an associate-written labor profile, Liu was born in Baishui County, Weinan, Shaanxi Province and later worked in Shenzhen. In May and June 2018, workers including Liu Penghua, Mi Jiuping, and Zhang Baoxin petitioned over workplace fines, compulsory activities, treatment of workers, and the right to establish a union.

CHRD records that Liu was taken away by police after a July 16, 2018 incident at the factory and was criminally detained after attempting to return to work on July 27. On September 3, 2018, he was formally arrested with Mi Jiuping, Yu Juncong, and Li Zhan and indicted for gathering a crowd to disrupt social order.

Status conflict: CHRD’s record, updated February 17, 2023, lists Liu as released. Rights Defense Network Issue 131, dated August 31, 2026, lists 刘鹏华 in Guangdong’s group classified as detained without a reported sentence. No source located confirms a new detention after the earlier Jasic case. Because the two monitoring records conflict, Liu’s current status is not established.

No sentence length was located in the sources reviewed.
